ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: October 6,1998 <br />Action Agenda <br />Item # q_6 <br />SUBJECT: PROPOSED CARRBORO DEVELOPMENT MORATORIUM <br />DEPARTMENT: PLANNING PUBLIC HEARING: Yes x No <br />ATTACHMENT(S): <br />- Amendment to Joint Planning Agreement <br />Adopted by BOCC on 9-30-98 <br />- Request from Carrboro <br />INFORMATION CONTACT: Gene Bell <br />Ext. 2592 <br />TELEPHONE NUMBERS: <br />Hillsborough - 732-8181 <br />Durham - 688-7331 <br />Mebane - 227-2031 <br />Chapel Hill - 967-9251 <br />PURPOSE: To consider adoption of a three (3) month development moratorium for the Carrboro <br />Northern Transition Study Area. <br />BACKGROUND: On September 30, 1998, the Board of County Commissioners adopted an amendment to <br />the Joint Planning Agreement that establishes a mechanism for declaring development <br />moratoria in the various portions of the Joint Planning Area, i.e., Carrboro and Chapel <br />Hill Transition Areas and the Rural Buffer. <br />In accordance with the provisions of the amended agreement, the Town of Carrboro is <br />requesting a three (3) month moratorium for the Carrboro Northern Transition Study <br />Area. The purpose of the moratorium is to allow time to complete ordinance language for <br />implementation of the Facilitated Small Area Plan. When the Planning Board considered <br />the draft plan on July 15, 1998, it withheld a recommendation on it pending review of <br />the implementing ordinance language. The moratorium is designed to allow time to <br />complete the ordinance language. <br />The Carrboro Board of Aldermen will hold a public hearing on the moratorium on <br />October 6, 1998. Following a decision at the conclusion of the hearing, an emissary will <br />be dispatched to the County Commissioners' meeting to relay the results. <br />RECOMMENDATION: The Administration recommends approval of the moratorium if it is adopted by <br />the Town of Carrboro. <br />
