BACKGROUND: On September 30, 1998, the Board of County Commissioners adopted an amendment to the Joint Planning Agreement that establishes a mechanism for declaring development moratoria in the various portions of the Joint Planning Area, i.e., Carrboro and Chapel Hill Transition Areas and the Rural Buffer. In accordance with the provisions of the amended agreement, the Town of Carrboro is requesting a three (3) month moratorium for the Carrboro Northern Transition Study Area. The purpose of the moratorium is to allow time to complete ordinance language for implementation of the Facilitated Small Area Plan. When the Planning Board considered the draft plan on July 15, 1998, it withheld a recommendation on it pending review of the implementing ordinance language. The moratorium is designed to allow time to complete the ordinance language. The Carrboro Board of Aldermen will hold a public hearing on the moratorium on October 6, 1998. Following a decision at the conclusion of the hearing, an emissary will be dispatched to the County Commissioners' meeting to relay the results. RECOMMENDATION: The Administration recommends approval of the moratorium if it is adopted by the Town of Carrboro.
