BACKGROUND: The Housing and Community Development Department solicited bids from qualified housing rehabilitation contractors participating in the County's Housing Rehabilitation Program. For the English property, sealed bids were solicited from participating contractors on August 25, 1998 and extended to September 8, 1998. The informal bidding process is governed by the North Carolina General Statues §143 -131 and does not require a minimum number of bids. Bid results are attached. Present program procedures provide that housing rehabilitation contracts be awarded to the lowest responsible bidder. In the case of the Cates properties, a bid of $32,000 was awarded to MDH Construction Company on June 22, 1998, however, since that time the contractor has indicated that due to delays with other jobs, he will not be able to complete this job this year. Thus, in the interest of timely program implementation, news bids were solicited for the two Cates properties.
