Many of these are related to outstanding purchase orders, where goods and services <br />have been ordered but not yet received and/or paid. In accordance with the annual budget <br />ordinance, funds for outstanding purchase orders are automatically reappropriated in the new <br />budget. Other appropriations are not fully expended at the end of the fiscal year, and because <br />there is no purchase order, are not authorized through the budget ordinance to be <br />reappropriated. Funds for these planned but unencumbered expenditures are set aside as a <br />reserved portion of fund balance. In order to carry these funds forward and to authorize their <br />expenditure in fiscal year 1998-99, it is necessary for the Board to approve the attached <br />amendment. <br />Recommendation: The Manager recommends that the Board of Commissioners approve <br />the attached budget ordinance amendment. <br />
