NEIGHBORHOOD INFORMATION MEETING <br />Lawrence Road Subdivision Concept Plan <br />March 17,1998 <br />In Attendance: Applicant: George Krichbaum and Scott Murray, East -West Partners; Scott <br />Radway, John R. McAdams Company, Durham, NC; Michelle Beauchemin, Kimley -Horn and <br />Associates. Staff: Emily Cameron, Don Belk, Slade McCalip. Citizens: 20 citizens in <br />attendance (sign -in sheet attached) <br />Ms. Cameron opened the meeting with a background on the Flexible Development Concept Plan <br />process and the development review procedures. She explained the purpose of the neighborhood <br />information meeting. The Planning Board will consider the Lawrence Road Subdivision <br />Concept Plan at their April 1 meeting. She noted that a summary of the Neighborhood <br />Information Meeting will be included with the staff report to the Planning Board. <br />The Lawrence Road Subdivision will require a rezoning from Rural Residential to Low and <br />Medium Intensity Residential (R -2 and R -4) or a Planned Development R -3 (PD- H -R3). The <br />site is located within the 20 -Year Transition Area. <br />A citizen asked why the applicant would propose a rezoning. Ms. Cameron explained how <br />rezoning is appropriate within Transition Areas. <br />There were a number of questions from citizens about the price range, size, and type of housing <br />to be built in the Lawrence Road subdivision. A citizen expressed concern about the potential <br />for mobile homes to be placed on the lots. Ms. Cameron reminded the audience that mobile <br />homes and manufactured housing are allowed in all residential zoning districts in the County. <br />Individual developments, however, may contain covenants that would prohibit mobile or <br />manufactured housing. Mr. Krichbaum stated that houses would be in the $115 -120K range, <br />with some units approaching $170K. Lot sizes will average 7,000 ft2 range. Houses will range <br />from 1600 -1700 <br />ft2 in size, with some units approaching 2300 square feet. <br />A citizen asked about potential annexation of the Lawrence Road Subdivision. Ms. Cameron <br />stated that annexation is a matter to be determined by the Town of Hillsborough. <br />Several citizens had questions about traffic impacts and water quality impacts from the proposed <br />development. Slade McCalip, County Transportation Planner, stated that the applicant has <br />prepared a Traffic Impact Study (TIS). Planning Staff has made a number of recommendations <br />to the TIS consultant that will be addressed later. Regarding water quality, Ms. Cameron <br />indicated that the next stage of the development application process, the Preliminary Plat, will <br />require a stormwater management plan which will be reviewed by the County's Erosion Control <br />Division. <br />Ms. Cameron turned the meeting over to Scott Murray, Landscape Architect. Mr. Murray <br />reiterated the preliminary nature of the Concept Plan stage. To prepare the Concept Plan, he <br />evaluated the land to determine the best development `treatment' and the type of housing to be <br />located in relation to the adjacent uses. Mr. Murray stated that the Lawrence Road Subdivision <br />will enhance pedestrian access with sidewalks. Frontages of lots will create a streetscape, and <br />
