4 <br />The trend in Flexible Development is toward the Conservation Option. <br />Since the implementation of Flexible Development in July 1996, only the <br />Conservation and Cluster options (or a hybrid of the two) have been used in <br />Concept Plans. Consequently, the report does not evaluate the specific <br />standards for the Estate and Village development options allowed under <br />Flexible Development. <br />Neighborhood Information Meetings (NIMs) fostered increased public <br />interest and participation in the subdivision approval process during this <br />reporting period. NIMs have significantly heightened the awareness of <br />adjacent and neighboring property owners to the proceedings of the <br />Planning Board. The NIMs and Planning Board meetings for the <br />Wildwood West and Lawrence Road Subdivision concept plans drew large <br />turnouts of citizens. <br />(A copy of the complete report is on file in the Planning Department.) <br />Barrows stated that she felt the plans being presented with minimum lot <br />sizes and the conservation option is not achieving the goal that was <br />expected. She felt changes should be made to the conservation option that <br />would achieve the goal of preservation of open space. Belk responded that <br />he felt the first step would be to review /determine the quality open space. <br />Brooks stated that she felt the Flexible Development Plan's conservation <br />option cuts a great break for developers. She felt the County is not <br />requiring enough of the developer in trade. She felt that revisions should <br />be made to be more sure that the intent of conservation/preservation of <br />open space is met. <br />Strayhom felt there should be a way by which everyone would contribute to <br />the preservation of open space. He expressed concern for the landowners <br />who felt that they were providing open space for the entire county. <br />b. November Meeting Date <br />Presentation by Emily Cameron. <br />This item is to reschedule the November Planning Board meeting date due <br />to a conflict with the Board of County Commissioners fast regular meeting <br />in November. <br />Because of the election in November, the first regular meeting of the Board <br />of Commissioners is scheduled for Wednesday, November fourth, the same <br />night as the Planning Board would normally meet. The Planning Board <br />meeting could be rescheduled to Thursday, November 5th (7:30 p.m.). <br />The Planning Board agreed to reschedule the November meeting to <br />Thursday, November 5. <br />c. Miscellaneous Development Requirements <br />Adjournment time was reached and the Planning Board agreed to delay this <br />item to the August 5 meeting. <br />
