There was concern from citizens about the steep slopes between the proposed and existing subdivision. <br />Mr. Yuhasz stated that the open space would remain undisturbed, and the developer was also interested <br />in clearing away felled trees and debris from Hurricane Fran. One citizen described the existence of rare <br />plants on the slopes. <br />Mr. Yuhasz described the requirements for residential collector roads that would apply to the proposed <br />subdivision. When asked how the proposed development would impact the existing drainage and water <br />supply problems, Mr. Yuhasz indicated that careful consideration would be given to the engineering of <br />the new development. The recommendations from a previous drainage study would be incorporated into <br />the engineering of Wildwood West. It is the intent of the developer to minimize the impact of drainage <br />from the new development. <br />Mr. Freeland addressed questions from citizens about the clearing of trees. He emphasized that as few <br />trees as possible will be cleared, since there are stringent landscaping requirements to be met. It is <br />advantageous to leave existing trees in place rather than pay the costs of replacing them. When asked <br />about the type of housing to be built on the lots, Mr. Freeland stated it would be single- family housing on <br />10,000 square -foot lots - slightly larger than the existing Wildwood subdivision. The houses will be <br />served with water and sewer service from the Town of Hillsborough. <br />More concerns were expressed about traffic generated by the new development. Mr. Belk announced <br />that the Planning Staff would recommend that a traffic impact study to address the concerns of the <br />increased traffic generation. The telephone number for the NCDOT Division Office in Graham, NC was <br />given so citizens could call directly to express their concerns. <br />A citizen asked about the development schedule for Wildwood West. Mr. Yuhasz indicated that if all <br />approvals were met in the minimum allotted time, it would be Fall 1998 at the earliest before actual <br />construction could begin. A question was posed by a citizen: why not build more expensive houses on <br />larger lots? Mr. Freeland stated he wants to build homes to address the affordable housing concerns of <br />Hillsborough and Orange County. <br />A citizen asked: what is a cluster development? Mr. Yuhasz explained that clustering allows for smaller <br />lot sizes in order to protect greater areas of open space. In this case, clustering will enable the steep <br />slopes to be protected. <br />Several citizens expressed concern over the quality of the construction for homes in the proposed <br />Wildwood West subdivision, citing problems that occurred during the construction of the original <br />Wildwood. Mr. Freeland indicated that he planned to contract with two or three different builders. This <br />would allow for more quality control during construction of Wildwood West. <br />Mr. Martin said the subject of Oakdale Drive Extension keeps coming up. Are there alternatives to a <br />connection on Oakdale Drive Extension? Mr. Freeland expects that the impact on George Anderson <br />Drive will be minimal. Mr. Belk reiterated that the Traffic Impact Study will likely discuss alternate <br />scenarios. <br />Other questions were posed by citizens with regard to the new construction. What is the expected price <br />range of the new homes, and how will this affect existing homes in Wildwood? Another concern was <br />raised about the homeowners association for Wildwood West. The Wildwood HOA still has problems <br />collecting dues,.,and wonder how the new subdivision will be able to cover liability for the proposed <br />common area. Mr. Belk stated that the framework for a new HOA will be reviewed by the County <br />Attorney during the Preliminary Plat stage.
