Ms. Schmidt asked about the impact of 22 septic fields on Cane Creek. Ms. Cameron stated that <br />the streams have adequate buffers, where no septic fields are allowed. Final determination on <br />soil qualities will be determined by the Environmental Health Department. <br />A citizen asked if the development would require turn -off lanes off Borland. Ms. Cameron <br />stated that the County will consult with NCDOT. Most likely, only a driveway permit will be <br />required. Several citizens stated their concerns over the increased traffic. School bus stops, early <br />morning traffic were cited. Mr. Huggins reiterated that he will consult with NCDOT, and do <br />everything possible for minimal impact. He stated that twenty -two new houses, obviously, will <br />increase local traffic. <br />On the positive side, according to Mr. Huggins, Savoy Park will blend well with existing <br />development in the area. Additionally, because the subdivision will have a single entrance and <br />will remain heavily wooded, it should have virtually no visual impact on the existing <br />neighborhood. <br />A citizen asked what is to prevent clear- cutting of the land. Mr. Huggins stated that the County <br />requires tree protection. In addition, restrictive covenants will be enforced by the homeowners <br />association. <br />Mr. Gorham stated that the buffers and open spaces shown on the concept remind one of North <br />Woods in Chapel Hill. Mr. Huggins said that his previous developments, Tupelo Ridge and <br />Crescent Ridge, are similar to what is envisioned for Savoy Park. Mr. Gorham said it appears to <br />be a non - intrusive type of development. Mr. Huggins stated this is good from a business <br />standpoint. <br />Ms. Schmidt asked who will likely purchase homes here? Mr. Huggins stated the market will <br />probably be persons working at RTP, along with two- career families, perhaps couples who <br />divide their time between the Greensboro -Triad area and the RTP /Triangle area. <br />Mr. LaRoche asked for a copy of the restrictive covenants for Savoy Park. Ms. Cameron stated <br />that a draft of these will be in hand for the Preliminary Plan stage. Mr. Huggins offered to mail <br />neighbors a copy when his attorney has completed the first draft. <br />At this point, other neighbors came into the meeting, and the gathering evolved into an "open - <br />house" setting. Several neighbors chatted with the developer, while others asked individual <br />questions of the Planning Staff. The Neighborhood Information Meeting continued until 1:30 <br />p.m. <br />Savoy Park is the eighth major subdivision concept plan submitted since the advent of Flexible <br />Development. Mr. Belk stated that Neighborhood Information Meeting is intended to provide an <br />opportunity for property owners to ask questions about new developments and the development <br />process. He felt that this was a very successful meeting that functioned as a Neighborhood <br />Information Meeting was intended in the Flexible Development ordinance. <br />Ms. Cameron and Mr. Belk thanked everyone for attending. <br />
