NEIGHBORHOOD INFORMATION MEETING <br />Savoy Park Subdivision Concept Plan <br />August 19, 1997 <br />In Attendance: Applicants: Kevin Huggins, Terry Westendorf; Citizens: Margaret Schmidt, <br />Bob Schmidt, Tom Gorham, Brad LaRoche, Arthur Plambeck, Kern Michal, Margaret Plambeck, <br />Allan Whitlock; Staff: Emily Cameron, Don Belk. <br />Ms. Cameron opened the meeting with a background on the Flexible Development concept plan <br />process and the development review procedures. She explained the purpose of the neighborhood <br />information meeting. The Planning Board will consider the Savoy Park concept plan at their <br />September 3 meeting. She noted that a summary of the Neighborhood Information Meeting will <br />be included with the staff report to the Planning Board. <br />The developer chose to submit a single concept plan utilizing a Flexible Development option. <br />Ms. Schmidt asked how long before actual development could begin? Ms. Cameron explained a <br />best -case scenario. After concept plan approval in September, the Preliminary Plat could <br />conceivably be recommended by the Planning Board in February 1998, with approval by the <br />Board of Commissioners in March. Upon approval of the Preliminary Plat, the developer would <br />have 12 months for Final Plat approval, and could begin the sale of lots and construction of <br />homes. <br />The developer may choose to build in phases but this is normally indicated in Concept Plan. <br />Mr. Huggins presented Flexible Development Concept Plan. The average lot size is 3 acres. The <br />subdivision will have a private road maintained by a homeowners association. Utilities will be <br />underground. The subdivision will have restrictive covenants. Single -Level homes will be in the <br />1500 -1600 square feet range, multi -level will be 2000 square feet. Lots will sell in the mid <br />$30,OOOs to low -to -mid $40,OOOs; with house, the price will range from $175,000 to $250,000 <br />per house /lot. The sense of privacy and the abundant woods are key selling point for Savoy <br />Park. <br />Mr. Schmidt stated that the lots across Borland are restricted to 5- acres. He asked if this <br />restriction would apply to Savoy Park. Ms. Cameron replied that different subdivisions may <br />have different sets of private restrictions, if any. The County does not enforce deed restrictions <br />or covenants unless they are required for subdivision approval. <br />Mr. Gorham mentioned his long -term interest to possibly subdivide a 7 -acre tract north of Savoy <br />Park. <br />Mr. Schmidt asked about the percolation of these lots. Ms. Cameron stated that this will be dealt <br />with at the Preliminary Plat stage, when the Health Department must approve each lot. <br />Mr. Huggins indicated that the name of subdivision may be changed before it is developed. <br />"Savoy Park" is being used for the application process. <br />
