Since the adoption of Flexible Development in 1996, a total of 15 concept plans has been <br />reviewed under these standards. This activity has not been extensive enough to warrant a Staff <br />recommendation regarding the efficacy of Flexible Development. As discussed above, the <br />Conservation Option has been the most frequently used, followed by the Cluster Option. The <br />Estate Option has not been tested, and a concept plan under the Village Option is yet to be <br />submitted.
