10 <br />e) Experience in working with citizen boards and other <br />agencies /departments to accomplish multi -task objectives <br />f) Background and knowledge in working with geographic and other <br />databases (including GIS and tabular database record systems) <br />g) Background and experience in working with community visioning <br />initiatives, including sustainability and community- building <br />h) Background and experience in providing administrative support to <br />citizen boards and commissions <br />2. Equipment <br />If personnel should have the above qualifications and experience needs, <br />equipment for a completely -new department to accomplish the tasks <br />outlined would appear to include: <br />a) adequate office space <br />b) furniture and file storage for staff members, <br />c) networked personal computers and a printer, <br />d) telephones, and <br />e) at least one GIS workstation and digitizing table with linkages to other <br />departments, a plotter, and the internal network. <br />B. Evaluation Model #2 - Using Existing Resources to Meet Needs <br />1. Personnel <br />Having assessed the needs for a new ERCD built "from scratch ", <br />personnel requirements for such a department might translate into the <br />following positions: <br />a) One position to provide administrative support to department staff and <br />develop board /commission meeting minutes. <br />b) One position to provide GIS and database support for resource <br />inventories and records, as well as developing new coverages as part <br />of board /commission initiatives. This position should have strong <br />working knowledge of ARC -Info GIS systems and database programs. <br />c) One position with a combined background of environmental science <br />and resource acquisition, with knowledge of natural and cultural <br />resource identification and planning, and substantial expertise in land <br />acquisition for resource conservation and recreational purposes. This <br />position should also have knowledge of inventory/database systems <br />and strong presentation skills. <br />d) One position to coordinate the work of boards in historic preservation <br />and agricultural districts. <br />e) One position to serve as department head, with supervisory and <br />budgetary experience, along with a broad background in open space, <br />
