A park and ride lot is warranted in this <br />vicinity because people are more prone to carpool and vanpool when the length of time for their <br />commute is 20 minutes or more. The purpose of the P &R Lot is to reduce some of the traffic on <br />Churton Street. On March 27, 1997 the directors of the Public Works Department, Department on <br />Aging and Parks and Recreation Department met at the parking lot and agreed that the parking lot <br />should be paved and that a regional park and ride lot would not conflict with the programs that they <br />operate at the Northern Human Service Center. Mr. John Watkins, NC DOT Division Engineer, <br />visited the site and estimated that it would cost approximately $ 47,000 to pave the lot. If approved <br />as a park and ride lot by the County Commissioners, county staff would submit a request to NC <br />DOT to possibly cover 100% of the paving costs. The Orange County approved CIP does not <br />include any local funds for paving the P &R lot. On June 30, 1998 Mr. James Ferrell, TTA <br />Engineer, requested that TTA be allowed to post signs and market the Northern Human Services <br />Center as a Triangle Regional Park & Ride Lot. Mr. Ferrell also requested the assistance of the <br />Orange County Planning Department in determining locations in Orange County for the placement <br />of Carpool and Vanpool signs. The OPT Transportation Advisory Board of Commissioners <br />designate this parking lot as a Regional Park & Ride lot at their July 28, 1998 meeting. <br />
