Recommendations fell into two substantive categories: <br />• A need for clear articulation of collaboration requirements between the new department and <br />already existing departments with overlapping responsibilities, <br />• A need for clear authority and accountability indicators for the new department. <br />You invited draft language to be submitted that would reflect these two areas. <br />The following are suggested changes to the draft of 8/26 based on the Board of Health <br />discussions. <br />I. Mission of the ERCD <br />To promote and coordinate the conservation of natural and cultural resources in Orange <br />County. <br />IT Scope of Responsibility (new added section) <br />The -ERCD will have primary responsibility for developing a plan and program for the <br />acquisition of land for resource conservation and developing and maintaining an integrated <br />database for natural and cultural resources. In addition, it will collaborate with other relevant <br />county agencies in areas of overlapping responsibility to provide support for Commissioner <br />adopted goals in the natural and cultural resource area. The ERCD will have no regulatory or <br />rulemaking authority. <br />III. Major Activities (this replaces much of the section labeled "Mission" under the current <br />draft) <br />Coordinate with other relevant county departments, Commissioner goals for natural and <br />cultural resource conservation.
