Chapel Hill - Carrboro
was the only district in the state in which all of the K -8 schools achieved exemplary gains
and met the criteria for being either a School of Distinction or a School of Excellence.
Glenwood Elementary and McDougle Middle Schools each met the criteria for School of
Excellence. This means that at least 90 percent of their students were proficient on the
seven state tests that are included in the ABCs for Public Education accountability
program and the average gain was at least in the expected range. The remaining eight
schools met the criteria for School of Distinction; this means that at least 80 percent of
the students demonstrated proficiency on the tests and that the average gains of the
students were exemplary. These schools were Carrboro Elementary, Culbreth Middle,
Ephesus Elementary, Estes Hills Elementary, FP Graham Elementary, McDougle
Elementary, Phillips Middle and Seawell Elementary Schools. Chapel Hill High School
met the expected goals. East Chapel Hill High School was not included in the ABC's
this year because they had only two, not three years of test data.
Chapel Hill - Carrboro seniors continued to receive the highest average scores on the
Scholastic Achievement Test among school systems in the state. The 1998 average was
1188, the highest average score ever achieved by local students. A total of 90.8 percent
