CHAPEL HILL - CARRBORO CITY SCHOOLS
Lincoln Center, Merritt Mill Road
Chapel Hill, North Carolina 27516
Telephone: (919) 967 -8211
Neil G. Pedersen
Superintendent
TO: Board of Education
Ann Hart, Assistant Superintendent
for Instructional Services
Chester Prayer, Assistant Superintendent
for Support Services
FROM: Neil G. Pedersen
Superintendent
RE: Refined Model for School for the 21" Century
DATE: September 9, 1998
Previously, the Board approved a model for the elementary school at Southern
Village; however, there were many details remaining to be defined. Carol Harrison,
principal of the new school, has worked with the Superintendent's Cabinet to develop the
attached document which builds upon the original model.
In refining the model, we ran into some difficulties in providing some components
within the same budget as the other elementary schools. Most importantly, we do not
believe that we can accommodate a longer school day if this necessitates providing teachers
with additional compensation.
Most of the other features that were originally proposed, however, will remain in
the model. These include the following:
• A more defined curriculum (this will be defined by the house leaders and teacher
specialists who will be selected later this fall)
• A two-hour block for reading/language arts and a one -hour block for mathematics
• Differentiated responsibilities for teachers with compensation based upon a fixed local
supplement percentage (13%) and linked to these responsibilities
• Class size of 20 students per teacher with some reductions in teacher assistance
staffing
• Emphasis on character development
• Parent contracts
• A different governance model
• A greater emphasis on technology
In order to afford some of these added features, some reductions have been made in
the staffing model normally used in the district. These are outlined in the report.
This item is being presented on work session to provide the community and staff
with an opportunity to comment on the model.
