ice � <br />�� �� Pip- 6 <br />Orange Regional Landfill . <br />A partnership of Town of Carrboro,Town of Chapel Hill, Orange County Orange Community Recycling <br />A program of the Orange Regional Landfill <br />August 14, 1998 <br />Mr. Eddie Kirk <br />Orange County Planning Department <br />306 -F Revere Road <br />Hillsborough, NC 27278 <br />Re: Class A Special Use Permit Application - Recycling Facility- Johnson Tract. <br />Dear Mr. Kirk: <br />In accordance with your request for additional application information, we offer the <br />following: <br />In support of 8.2.1 of Article 8- Special Uses <br />• 8.2.1.b)(1)- The use will maintain or promote the public health, safety and <br />general well welfare, if located where proposed and developed and operated according <br />to the plan as submitted; <br />The application indicates that the recycling area will provide a much needed on -site <br />service. It will help insure the proper operation of the landfill by increasing the <br />amount of recycled materials removed from the landfill. It will also help the <br />County meet the adopted waste reduction goals of 45 percent by 2001 and 61 <br />percent by 2006. <br />8.2.1.b)(2)- The use will maintain or enhance the value of contiguous property <br />(unless the use is a public necessity, in which case the use need not maintain or <br />enhance the value of contiguous property); <br />The application indicates the on -site recycling area will improve the operating <br />efficiency of the existing recycling system and the existing landfill and is therefore a <br />public necessity. <br />• 8.2. 1. b)(3)- The location and character of the use, if developed according to the <br />plan submitted, will be in harmony with the area in which it is to be located and the use <br />is in compliance with the plan for the physical development of the County as embodied <br />306 N.
