A RESOLUTION OFFERIYG COlVT11~1ENTS TO THE ORANGE CO~y gO~D OF <br />COMIVIIISSIONE~ RECARpING 'T1riEIR AUGUST. 11, 1998 PROPOSAL FOR <br />ASSL'1-'1IlYG RESPONSIBILITY FOR SOLID WASTE MANAGEMEN'z' OPERATIONS <br />(98-1Q-121R-1Z) <br />WT~EREAS, the Council of the Town of Chapel Hill is one of throe governments-which own the <br />Orange Regional Landfill; and <br />WHEREAS, the Town of Chapel Hill, under the 1972 agreement, administers landfill operations; <br />and <br />W~REAS, the three owners of the landfill have raised signif cast questions about future. means of <br />= reducing and disposing of solid waste}and about future governance and financing of solid waste <br />management in Orange County; and <br />WI~REAS, the Town of Chapel idill is ~ committed to <br />reaching aggressive waste reduction goals _ <br />through implementation of the County-wide integrated solid waste management plan; - <br />NOW, TOE gE IT RESOLVED by the.Council of the Town of Chapel Hill that the <br />Council adopts the following statemcats in response to an a Coon <br />~8 , ty p~noposal of August 20, <br />1998 regarding transferring govetna~e of the Orange Regional Landfill to Orange County: <br />_.__ ~_ -. ~ ~ - Vision/Goals _ <br />1. We support the solid waste goals adopted in December 1995... N~_» . <br />2. We believe it desirable to operate solid waste management as as enterprise fund. <br />3. We reiterate the Council resolution of 7uly 2; 1998 stating:. "Recognise the nerd to begin <br />discussions on whether to keep the Greene Tract as publicly owned land, and if so, wh$t if nay <br />uses would be suitable. Recognise-that a decision about the Greene Tract should not delay the <br />transfer of governance." <br />The Council asks-for clarification about the difference betzareen the proposal in this section that the <br />"Greene Tract remains a landfill asset" and the proposal is the section on facr~Ir'ties, etc., that only. 60 <br />acrzs be used for solid .waste management activities. . <br />4. The Council opposes the acquisition of Mrs. Blackwood's and Mr. Nunn's properties adjacent <br />to the landfill property north of Eubanks Road, .but dots not oppox acquisition. of other <br />Properties. <br />5. We believe that cooperation among committed partners is essential for the success of the solid <br />waste management in O~anAe Copy; ~~ ~ believe that adoption of as Intcrlocal <br />Agrccuicnt would formalize the commitmcat ~~ng the parties. ~ ~ . <br />
