<br />4, We believe that the Landfill Fund appears not to be an appropriate source of funds for <br />community improvements unless there is some causative relationship between the landfill <br />operations and the water problems experienced by the ncighbors_ The Council also opposes use <br />of LOG funds because of the double taxation issue. The Council supports a countywide source <br />of revenue as the most equitable means of funding for the extension of water to -the Rogers <br />Road neighborhood. <br />10 <br />7. The Council remairLS committed to the financing of the solid waste operations which supports <br />waste reduction yet maintains the economic vitality of all solid waste facilities. We are opts to <br />all ideas, but we are uncommitted as to how that can be accomplished until hearing the <br />recommendation of the LOG Finance Committee. - <br />_ 8. We agree with thz waste reduction goals of 45% by 241 and 61 % by 20(x, as adopted by all <br />four governing boards. - <br />9. We support including a commitment to the implementation of the County-wide integrated solid <br />waste management plan, as adopted by all four Qraage County jurisdictions, into the Interiocal - <br />Agrrement. --- -. <br />Community Benefits - <br />1. Therefore the <br />Council defers action on this condition until after these decisions have been made. <br />2. _ <br />We suggest the wording provided in.the Intcrlocal.Agrecrnent _ <br />"All of` the system employees will be transferred to the County and become County <br />employees subject to the supervision of the County Manager in the same fashion as other <br />County employees." <br />
