Problems with the proposed plans as submitted: <br />Other than the items already discussed, there are several problems with the plans and NCDOT <br />maintenance. Because there aze so many, I will just list the items here and I would recommend a <br />meeting to discuss this in more detail. <br />1. NCDOT minimum roadway design for a subdivision does not address the issues of bike lanes <br />and/or street pazking. Therefore, if it is the county's intent to have either or both of these items, <br />the standard cross section will not be acceptable. Please advise us of your intent. <br />2. NCDOT minimum standards on a curb and gutter cross section is 35' B to B on all collector type <br />roadways. This minimum design would effect Lawrence Pazk Ave., Vandalia <br />Way, Branning Dr., Lori Dr., and possibly Brasfield Dr. <br />3. Several of the other roadways do not meet the state's minimum design guideline. Example: <br />Vandalic Way has a minimum centerline radius of 175' when NCDOT requires 230'. To avoid <br />addressing many of these issues, the developer has stated that any roadway not meeting NCDOT <br />requirements will be maintained by the homeowner's association. Currently, none of the <br />roadways meet the standazds. Will the homeowners maintain all of the roadways? <br />4. The typical section shows a 3' curb, however, if you add the number up shown on the plans the <br />total would be a standazd 2'6" curb. The developer TIA refers to a mountable curb. NCDOT has <br />not approved any non standard curb for this site. <br />5. NCDOT is concerned about the proposed recreational space that does not provide pazking. We <br />would recommend the developer provide parking for the Pocket Park and the Tot Lot. According <br />to the correspondence, the developer appears to have met the minimum county requirements for <br />all recreational areas, however, the county ordinance was not written to accommodate an urban <br />design subdivision. Therefore, we would recommend the developer exceed the minimum pazking <br />rather than meet the minimum. As for the parking at lot 244, the current pazking lot is <br />unacceptable. The pazking lot needs to be designed so there is a single point of entrance and <br />exit. The developer will not be allowed to have a wide opening area for the parking lot. The <br />pazking lot at the play fields needs to be redesigned so it is a single driveway off the cul-de-sac <br />and not as an extended roadway. <br />6. All intersections should have a minimum 100' tangent before starting any curve. This <br />requirement effects Bellingham PIace & Lawrence Pazk Ave., Lori Drive 8t Dunston Way, <br />Brasfield Drive & Lawrence Park Ave. <br />7. The turnaround at Lawrence Park Ave. and Brasfield Dr. are outside of the proposed right of <br />way. Additional right of way is needed in these areas. <br />8. Sheet C-6 shows that the storm drainage will be designed to a minimum Q10 when NCDOT <br />requires a minimum Q25. At this time, the drainage system has not been reviewed due to a lack <br />of information. <br />9. Sheet C-4 shows water and sewer under the roadway without taps to each lot. NCDOT will <br />require all utilities out of the roadway. Some consideration may be allowed if all taps are <br />installed at the time of construction and before any pavement is placed. <br />10. Sheet C-6: The developer will need to provide temporary tum azound at the end of each street <br />during the phases. This becomes important for roadway addition and maintenance during the <br />time of construction and between phasing periods. <br />11. Bus stops are shown on the proposed plans where there is a turn lane. Typically, there is a <br />problem with adding a bus stop in these areas due to right of way issues. We would recommend <br />the developer design and provide prove that right of way will not be a problem for the proposed <br />site. Furthermore, who will maintain the bus stop and the shelters if this site is out in the county? <br />
