The <br />developers have not addressed several items on my last review; however, they have provided more <br />information about the site. With this new information in mind, we have reviewed the site again and offer <br />the following comments for the subject. <br />A. Items from last review dated 03-13-98 which were not addressed: <br />1. NCDOT agreed with the developers TIA which recommended a left and right tum lane. The <br />current plan does not show any turn lanes. Please see the attached drawing for a standard tum <br />lane design which NCDOT will require for the US 70A and Lawrence Rd. intersections. <br />4. The current plans do not indicate any roadway improvements at Lawrence Rd. and Old NC 10. <br />5. Several items on this issue are addressed later in this letter. <br />6. The can ent plan does not address any right of way sight distance triangles as required by <br />NCDOT. (Standard 10' x 70' sight distance triangle -see attached) <br />7. The owner is required to secure a permit with NCDOT before making any new access. It would <br />appear from some of the correspondence between the developer and the county that the <br />developer can wait until after a percentage of the homes are built. Please be advised that this is <br />unacceptable with NCDOT. In addition, please be advised that NCDOT has some concerns <br />about the right of way in this area. Unless the developer purchases and/or acquires right of way, <br />they may not be able to provide the minimum turn lane design. <br />8. The developer shall secure a permit for any new utilities in the right of way. At this time no one <br />has submitted any permits. Furthermore, based on the proposed plans, NCDOT would not grant <br />any permits. The proposed utilities need to be removed from under the roadway and installed <br />outside of the paved area. (See item B-9 for more information) <br />9. According to the plans, the developer is proposing a sign on the right of way at the entrance. <br />Typically, NCDOT does not allow this type of landscaping on the right of way.
