BACKGROUND: The Board of County Commissioners has historically approved a 10 year CIP in the fall of the year after the adoption of the Annual Budget. Changes were made to the current year's County Capital Budget as part of the 2009/2010 Annual Budget preparation. A 2009 -19 CIP was not prepared in the fall of 2009. CURRENT SITUTATION: The economic conditions in North Carolina have made the preparation of the Fiscal Year 2010/2011 annual budget challenging at best. Uncertainty concerning the State Budget, Sales Tax Revenues that are down 30% over the past 3 years, and the reality that the County can not endure another property tax increase make long -range capital planning particularly difficult.
