The County Manager is hereby authorized to execute contractual documents under the <br />following conditions: <br />1. The Manager may execute contracts for construction or repair projects that do not <br />require formal competitive bid procedures, and which are within budgeted departmental <br />appropriations, for which the amount to be expended does not exceed $250,000. <br />2. The Manager may execute contracts for general and/or professional services which are <br />within budgeted departmental appropriations, for purchases of apparatus supplies and <br />materials or equipment which are within the budgeted departmental appropriations, and <br />for leases of personal property for a duration of one year or less and within budgeted <br />departmental appropriations for which the amount to be expended does not exceed <br />$89,999. <br />3. Contracts executed by the Manager shall be pre-audited by the Finance Officer and <br />reviewed by the County Attorney to ensure compliance in form and sufficiency with <br />North Carolina law. <br />A motion was made by Commissioner Jacobs, seconded by Commissioner Hemminger <br />to approve the Fiscal Year 2010-11 Budget Ordinance. <br />VOTE: UNANIMOUS <br />Attachment 3-Grant-Funded Programs <br />A motion was made by Commissioner Gordon, seconded by Commissioner Nelson to <br />approve the Summary of Grant Project Ordinances Fiscal Year 2010-11. <br />VOTE: UNANIMOUS <br />Attachment 4 -Orange County 2010 Proposed Fee Schedule <br />A motion was made by Commissioner Nelson, seconded by Commissioner Jacobs to <br />approve the Orange County 2010 Proposed Fee Schedule. <br />VOTE: UNANIMOUS <br />Commissioner Gordon commended the Manager and staff for their work on this budget. <br />She said that the Manager invited the County Commissioners to ask questions of the staff and <br />she took advantage of that. <br />Commissioner Jacobs pointed out that the County Commissioners did not raise taxes in <br />2009-2010. One of the local newspapers said that this was the first year in which the County <br />did not raise taxes in 20 years, but in fact it is the second year that taxes have not been raised. <br />He also said that this year's budget process was an improved process, but he has some <br />suggestions for further improvements, and he will share these at a later time. <br />Commissioner Nelson added his commendations to the staff and said that this process <br />was transparent and the numbers were correct. <br />Commissioner Pelissier said that this was a much better experience this year and she <br />highlighted that having performance indicators was very useful. She thinks it is important to let <br />the public know what the County is doing. <br />Commissioner Hemminger agreed and said that the budget was easier to understand <br />and cross-reference. <br />b.
