044 <br />application period only two weeks ago which limits the amount of time in which <br />to submit an application. <br />Wilbert McAdoo summarized the proposed Renaher Street project. <br />Motion was made by Commissioner Marshall, seconded by Commissioner <br />Carey to approve the subauission of the small cities ® application and approve <br />the Ftencher Street Comminity as the 1985 Community Development area and to set <br />April 1 and April 16 as public hearing dates. <br />Commissioner Lloyd expressed a concern for renovating rental <br />property. Fie stated that in the Cheeks/Miles area the majority of the homes <br />are owner occupied. FFe questioned the number of outdoor bathroom facilities <br />in both areas. Fie feels the ~hasis of the program to assist people in need <br />may not be in the right area (Rancher Street) and would like to have additional <br />information. <br />Commissioner Marshall pointed out the purpose of the Program is to <br />help individual citizens who are living under bad conditions. 7~ere is no way <br />to make 1ar~71ords keep their property up or to bring it up to standards. <br />Commissioner Carey pointed out that both of these areas are clearly <br />in severe need and suggested, since time is of the essence, to go ahead with <br />approval of the project. <br />Wilbert McAdoo indicated that both areas were ranked using subjective <br />information and that bathroom facilities was used as one criteria. <br />Chair Willhait agreed that if the number of the owner-occupied houses <br />is a legitimate criteria that a survey should be done by the staff indicating <br />which houses aze owner occupied. <br />Commissioner Mazshall pointed out that if a difference is made <br />between owner-occupied and landlord investment property that the M~ni,rn~m <br />Housing Code should be amended to require indoor bathroom facilities of the <br />investment landlord. <br />Commissioner Cazey agreed that the Board should know if most of the houses <br />are tenant occupied acid questioned the weight the federal governmant will <br />attach to this criteria. 7.f they take the form of ownership into <br />consideration, the Board can then focus attention on the physical situation. <br />Kenneth Thompson noted that the federal government does not dictate <br />the criteria used in the overall profile in selecting the neediest community. <br />Chair Willhoit expressed concern about the increase in rent after <br />renovation of the landlord~wned property. <br />Wilbur McAdoo noted that restraints will be placed on the property <br />that is rehabilitated preventing more than a 10~ increase a year in the rent up <br />to four years. <br />Chair Wil].hoit suggested the item be tabled and the meeting adjourned <br />to 5:00 p.m. March 20. Fie requested that the staff do an analysis of the <br />owner--occupied status of each area and list the names of the property owners <br />and the occupants of each dwelling and com~pa.re this list with the houses which <br />aze dilapidated. <br />Commissioner Marshall requested the number of dilapidated units that <br />will be rehabilitated and the number that will be demolished. She asked if the <br />Section 8 Surplus monies could be used for sons of the houses which are not in <br />the target area. <br />Wilbert McAdoo indicated that the money in Section 8 Surplus monies <br />could be used for other dilapidated houses which are not in the target area. <br />10.
