He said that Alamance <br /> County approved this bill last night. He made reference to Attachment 4, page 10, which has <br /> historical information. Section 4 is the beginning of the substantive information and deals with <br /> taxation. He made reference to Section 4, which had some grammatical corrections. He deleted <br /> the word "in" in the last sentence. Also, in Section 4(e) he changed "immediately after July 1" to <br /> "effective July 1." Also, on page 13, subsection `h', the very last sentence should have "3(c)(5)". <br /> In Sections 5 and 6, these are the portions of the bill that affect education. This allows students <br /> who currently go to Orange County Schools to remain in Orange County Schools, as well as their <br /> siblings. If a student goes to Alamance County Schools, they and their siblings will have the <br /> option to remain in Alamance County Schools. None of the students will have to pay the county <br /> tuition. <br /> Section 7 allows Alamance County and Orange County to establish an administrative <br /> review process on the petitions that residents file. The petitions have to be completed by <br /> December 15tn <br /> Also, in Section 9, the first sentence, it should say, "Section 7" and not "Section 6 and 7." <br /> John Roberts said that by no later than May 15, 2011 the General Assembly should <br /> have a 2011 local bill that formally ratifies the line. <br /> Commissioner Yuhasz made reference to Section 3(b), where it talks about public <br /> records related to properties. He said that it would be wise to put a notice provision in there so <br /> that when properties are shifted from one jurisdiction to another, that some kind of notice be filed <br /> in the appropriate Register of Deeds office so that people can find where the properties belong. <br /> He made reference to Section 4(g) and the areas affected by the resurvey, etc. and said that if a <br /> piece of property moves from one county to another, it will vote for local offices in one county at <br /> one precinct, and this statement suggests that they would have to go to another precinct in a <br /> different county. <br /> John Roberts said that this was vetted by both Election Directors in Orange County and <br /> Alamance County. There are representatives who serve across county lines, and this does not <br /> say that the voters have to go to another precinct. He will discuss this with the Alamance County <br /> Attorney. <br /> Craig Benedict said that there is a precinct line changing process that may be a result of <br /> this and this would come afterwards. <br /> Commissioner Yuhasz made reference to 6 and 7, "the small lot subdivision shall not be <br /> divided on a lot by lot basis." He asked if the subdivision is horizontal, then one part of the <br /> subdivision could be in one jurisdiction and the other in the other jurisdiction. He does not want <br /> to preclude this. <br />
