Solid Waste Director Gayle Wilson said that the County schools are not on the food
waste program. It was on it at one time, but it is not on it at the present time.
Commissioner Jacobs said that it looks like there is no food waste collected north of
Chapel Hill and Carrboro. Gayle Wilson said that Weaver Street Market in Hillsborough is
collected. Commissioner Jacobs made reference to Attachment A and said that Hillsborough
was not included in the list. Gayle Wilson said that this is the original agreement. He did not
include an updated list of current establishments.
Commissioner Jacobs said that he would like a renewed effort made to include the school
systems before signing this contract. He would like to see the additional waste generated and if
this would have a positive impact on the cost. He would also like to see an updated list.
Commissioner Jacobs asked that this item be tabled.
Gayle Wilson said that he would get the list of establishments currently served right away
and he will initiate discussion with the schools. He said that staff has had on and off discussions
with the schools and have implemented pilot programs, with no success. There have been
quality control issues.
Jamezetta Bedford from CHCCS said that the school board signed a new contract that
begins July 1St. As of January, they have created a Sustainability Committee, so the timing of
this is good.
Frank Clifton suggested approving the contract and having staff bring back the
information because this is a sole-source vendor and the contract expires on June 30tn
A motion was made by Commissioner Hemminger, seconded by Commissioner Gordon to
approve the renewal of the service contract with Judy D. Brooks Contractor, to collect and
compost food waste and authorize the Chair to sign the renewal; with the stipulation that the
County Commissioners receive an updated list of establishments before June 30t`', and that
conversations are initiated before June 30t`' with the school systems.
Commissioner Jacobs said that if there is an increase in the waste, then a lower fee might
be negotiated.
Frank Clifton said that he understands the objection, but this is not a service he would like
to disrupt.
Commissioner Yuhasz said that he agreed with Commissioner Jacobs in principle but it
will be difficult to negotiate something with the schools to ensure that they will be on board by the
time that this contract begins. He said that the contract is subject to renegotiation at the end of
the first year.
VOTE: 6-1 (Commissioner Jacobs)
Commissioner Jacobs said that he would still like to initiate a conversation with the
vendor and the schools to see if it would have a positive impact on the rates in future years of the
contract.
6.
