~ ~ S -boo ~ oSo <br />ORANGE COUNTY BOARD OF COUNTY COMMISSIONERS <br />~-e <br />A RESOLUTION TO SUBMIT COMMENTS TO THE TRANSPORTATION ADVISORY COMMITTEE <br />(TAC) OF THE DURHAM-CHAPEL HILL-CARRBORO (DCHC) METROPOLITAN PLANNING <br />ORGANIZATION (MPO) CONCERNING ORANGE COUNTY'S TRANSPORTATION PRIORITIES <br />FOR THE REGIONAL PRIORITY LIST FOR THE 2009 - 2015 TRANSPORTATION <br />IMPROVEMENT PROGRAM <br />WHEREAS, the North Carolina Board of Transportation, every two years, prepares a <br />Transportation Improvement Program (TIP) that identifies transportation projects scheduled for State <br />and Federal funding over the next seven years; and <br />WHEREAS, the North Carolina Board of Transportation solicits input for identifying <br />transportation projects of local and regional importance to be included in the FY 2009-2015 <br />Transportation Improvement Program; and <br />WHEREAS, the TAC of the DCHC MPO has adopted, in compliance with federal <br />requirements, a methodology for ranking TIP projects based on local and metropolitan goals <br />addressing mobility, environment and air quality; and <br />WHEREAS, Orange County has submitted to the DCHC MPO a prioritized list of <br />transportation projects representing transportation needs in the County, and <br />WHEREAS, the quantitative ranking methodology for bicycle and pedestrian projects does not <br />adequately address the importance of connectivity between longer distance destinations, such as <br />between municipalities, nor does the ranking methodology take into consideration <br />connectivity of bicycle projects that would provide connections between other planned bicycle <br />facilities; and <br />WHEREAS, the quantitative ranking methodology cannot adequately represent the importance <br />of the priority established by local jurisdictions for all proposed projects for the 2009 - 2015TIP; <br />NOW, THEREFORE, BE IT RESOLVED by the Orange County Board of Commissioners that <br />the Board is concerned that the methodology used to rank local projects, specifically. that <br />used for ranking bicycle and pedestrian projects, does not accurately reflect the importance <br />of all connectivity issues, and staff should revise future quantitative priority ranking <br />methodology to better address how criteria points are awarded for connectivity. <br />BE IT FURTHER RESOLVED by the Orange County Board of Commissioners that Orange <br />County's projects in the Regional Priority List should reflect the priority of those projects in the <br />local priority list. <br />Upon motion of Commissioner , seconde ~by~Co~m~missioner , <br />the foregoing resolution was adopted this the ~~ day o~~'°='"x_07 <br />I, Donna Baker, Clerk to the Board of Commissioners for the County of Orange, North Carolina, DO <br />HEREBY CERTIFY that the foregoing is a true copy of so much of the proceedings of said Board at a <br />meeting held on.October 7, as relates in any way to the adoption of the foregoing and that said <br />proceedings are recor e ~ tes of said Board <br />WITNESS my hand n s 'd County, this ~d y of 2007. <br />4 ~ • ~. <br />~, <br />it ., <br />;% _ Clerk to the Board of Commissioners <br />!~c~-, <br />
