~`~"~. <br />2 <br />County Manager Kenneth Thompson summarized the main reasons for <br />establishing an Arts Commission for Orange County: <br />(1) provide the County with a local mechani~n for coordinating the <br />state grant money. <br />(2) provide the public with information about the art activities in <br />the County, and <br />(3) encourage cultural activities on a countywide basis. <br />Jack LeSeur, Director of the Cos~smanity Development Section of the <br />North Carolina Arts Council, spoke briefly about the adm9nistration of the <br />Grass Roots art program. This program provides for a local distributing agent <br />for state grant money in the form of a countywide arts council or carnnission <br />established locally to look at all the art needs and take whatever steps it <br />sees fit to serve those needs. The State Arts Council supports the effort of <br />Orange County in forming a coamnission and will work with the Arts Coa[¢nisisan on <br />an informal basis. There are local distributing agents in 73 of the 100 <br />counties in North Carolina. <br />Chair willhoit noted that the present allotment for Orange County is <br />approximately $11,000. <br />Motion was made by Chair Willhoit, seconded by Caanmissioner Lloyd to <br />proceed with the establishment of an Arts Ccatmiission with a m~obership of l0, <br />and requested the County Manager to prepare a resolution and a charge for this <br />ccaiunission. <br />_ W7.~: [IAIANTMDUS. <br />(see the permanent ager~cla file for the report) <br />Thomason gave a status report an the number of persons who have <br />signed a contractual agreement for the Efland Sewer service. An update and a <br />reconurendation will be forthoomi.rig at the February 4 meeting. <br />~~ (see permanent agenda file for a Dopy of this agreement) <br />Thompson presented for consideration and approval a lease/joint use <br />agreement between the Board of Education arr7 the County for the jointly <br />developed Orange County Tennis Complex at Orange High School. <br />Chair Willhoit noted same areas of concern: <br />(1) Page 2, Section ~ which states "The Board shall plan and <br />coordinate with the County any major renovations of the tennis <br />court facilities beyond routine maintenance. The County and <br />Board shall share equally the cost of any such renovations." <br />willhoit stated this section needs to be specific about the type <br />of renovations and coordination on any necessary maintenance <br />where the County will share in the cost. <br />(2) Page 2, Section 5 which states "Rhe County sha11 be responsible <br />for the cost of all utilities necessary for the use of the <br />leased property." Willhoit noted this section needs to be <br />further defined. Commissioner Walker indicated that the lights <br />are on a timer. <br />(3) Page 4, Section 9 which states "All improvements of the property <br />shall be the property of the Board including the light fixtures <br />placed on the field by the County." Wilihoit noted an amount <br />for purchasing these fixtures should be included in this <br />section. <br />
