This budget amendment provides for the receipt of these funds from the State for the above <br />purposes. (See Attachment 1, column #1) <br />2. The Department of Social Services (DSS) has received donations totaling $3,972 from the <br />Triangle Community Foundation for the Send -A- Kid -to -Camp Program for Orange County <br />Foster Care children. These funds will assist with costs for summer camps and school - <br />supplies and needs for foster children. This amendment sets these donations aside in' the <br />Department's special Adoption Enhancement Fund, outside of the General Fund. (See <br />Attachment 1, column #2). <br />Department on Aging <br />3. The Department on Aging has received notification of additional funds for the current fiscal <br />year for the following programs: <br />• Operation Fan — receipt of $1,333 from Triangle J Council of Governments for Orange <br />County's share of the Duke Energy program to purchase fans for low- income elderly <br />Orange County residents. Duke Energy donates funds annually to this program. <br />• Case Assistance — receipt of an additional $10,000 in Home and Community Care <br />Block Grant (HCCBG) funds to continue the African- American Outreach project, which <br />the department began last fiscal year. This project provides outreach, education, and <br />community referral/support services for African Americans at risk for dementia. <br />National Family Caregiver Support Program — receipt of an additional $25,672 in <br />National Family Caregiver Support grant funds for this fiscal year. The department <br />plans to use $20,672 to purchase 'in -home respite services and program supplies. In <br />addition, the department plans to use $5,000 to purchase services for a new group <br />respite program at the Robert and Pearl Seymour Center. One day per week, the <br />Center will provide supervised care for seniors who are unable to stay alone thereby <br />allowing respite time for the caregivers. The department plans to employ, on a <br />temporary basis, a Certified Nurse Assistant and engage volunteers to supervise the <br />seniors. As planned, the department plans to begin the new program November 7, <br />2007. <br />• Seniors' Health Insurance Information Program ( SHIIP) — at its September 6, 2007 <br />meeting, the Board of County Commissioners approved the receipt of $5,000 in grant <br />funds from the North Carolina Department of Insurance for the Seniors' Health <br />Insurance Information Program. A new condition associated with receipt of these <br />funds requires the County to provide insurance counseling clinics for seniors one day <br />per week between October 2007 and March 2008. In addition to hiring new <br />temporary employees to provide the new grant mandated counseling services, the <br />department plans to use grant funds to offset costs of the annual volunteer recognition <br />program, purchase program supplies and acquire two laptops for. the SHIIP <br />volunteers. <br />This budget amendment provides for the receipt of unbudgeted County revenues and, as <br />mentioned in the narrative above, establishes new or expanded County programs.
