President of Child Care Networks, indicated to the <br />Board of Commissioners that on July 1, 1984 the transfer of the position cid <br />not take place because Child Care Networks was not yet ready and did not have a <br />full board of directors and could not meet all the state requirements. At that <br />time a delay in the transfer was granted by the Board of Commissioners. An <br />agreement has been reached among Child Care Networks, Day Care Coalition and <br />DSS to keep the day care coordinator position with DSS until such time that <br />DSS, day care centers and Child Care Networks determine that the position <br />should be transferred to Child Care Networks. <br />Commissioner Marshall indicated that the Social Services Board would <br />like to have some directior. from the Board of Commissioners for funding and an <br />indication to their willingness to leave this in abeyance and unsteady for an <br />indefinite time. <br />Commissioner Carey emphasized that approval of the present <br />recommendation would promote fragmentation of services which the Board should <br />not do and which he would not support. <br />Chris Nutter, member of both the DSS Council and Child Care Networks. <br />pcinted out that the decision to keep the position in DSS was made only with <br />the welfare of all the chilcren in Orange County in mind. <br />Commissioner Carey questioned the purpose of the proposal and Chris <br />Flutter clarified that the request is to revoke the transfer and let Child Care <br />Networks continue at a pace conducive to a cooperative effort to work out the <br />problems. <br />Carol F_uycl:, Executive Director of Child Care Networks, emphasized <br />the amount of work that needs to be accomplished in Day Care and feels that by <br />working together and concentrating on doing a good program of information <br />referral and working with family day care homes and building up a relationship <br />with the day care centers in the community that Progress will be made. <br />Commissioner Lloyd questioned the sources of revenue and ~•~as assured <br />by Peggy Pollizer that all money promised had been received. <br />Peggy Pollitzer indicated that Child Care Networks will be anplyina <br />for a grant so a Child Care Coordinator could be hired who would provide <br />technical assistance to the family day care homes; if funding was not received, <br />the County would be approached. <br />
