Stanback facility. <br />Lunsford highlighted the information in the state tables and also the <br />teacher-pupil ratios. He noted that Orange County Schools have more <br />uncounted specialized areas than listed in the report. He recommended that <br />the plan be broken down into two phases with phase one being the High School <br />project and phase two the elementary project with phase one financed vrith a <br />pay-as-you-go plan with the possibility of bond revenues to finance a new <br />- facility for phase two. Lunsford indicated a desire to receive authorization <br />for engineering and architectural work for phase one in the winter so that <br />- the work could begin in the £all of 1985. <br />Chair Willhoit questioned the population projection as contained ir. <br />the state report and Lunsford noted that the state has indicated a difficulty <br />in projecting the propulation growth in this area of the state. The School <br />Board is looking at the birth rates in making their decision for anew <br />elementary facility. <br />Chair Willhoit noted that the proposed uses for the A. L. Stanback <br />facility will ultimately result in a commitment of funds from the County to <br />maintain and operate the facility. <br />Max liennedy, Orange County School Board Member, emphasized the need <br />for additional classroom space to take care of the 200 projected student <br />increase by 1988. <br />Commissioner Marshall expressed a concern that the time difference <br />between phase one and phase two was artificial, that the elementary school <br />would need to be in place by 1988 and that that time limit does nat give much <br />leeway for pay-as-you-ro and bond financing planning for separate phases. <br />Walter Fairbault, Jr. Orange County School Board Member, emphasized <br />three areas of the recommended plan: <br />(1) overall efficiency in organization especially in 4-12; <br />(2) better cost efficiency in the proposed plan, and <br />(3) a determination of the uses of the A. L. Stanback facility. <br />He requested a favorable response to the recommendations and indicated that <br />keeping the A. L. Stanback facility addresses a need in the community of <br />those who identify historically with this facility. <br />Motion was made by Commissioner Marshall. seconded by Commissioner <br />Lloyd to authorize engineering and architectural studies up to S35,OOD in <br />this fiscal year to start the studies for phase one but within those plans <br />consider the phasing as shown in the SDPI studies. <br />Dr. Halkiotis commended the Board of Commissioners for their past <br />support with the removal of asbestos and the roof repairs and asked that in <br />phase one the High School have adequate storage areas and ercess room for <br />growth. <br />VOTE: UNANIMOUS. <br />I. 4 <br />TJBll7VTSTON_ - PRELItd1NARY PLAI4 (A copy of the Planning <br />Board's recommendation is in the permanent agenda £ile) <br />Smith presented for approval the Preliminary Plan £or Forrester Bend <br />subdivision which is located in Little River Township and known as part of <br />lot 18, Tax Map 25. Nine (4) lots are proposed out of a 24.89 acre tract. <br />Motion was made by Comrr,issioner Lloyd, seconded by Commissioner <br />i•7alker to approve the Planning Board's recommendation for approval. <br />VOTE: UNANIMOUS. <br />
