Efland Community Public Sewer Program Package IV-A *Example* New Customer Cost Summary Sheet There are several fees and costs associated with connecting to the sewer system. The following charts show these fees for the average-sized parcel in this area, which is about 2.4 acres. The fees shown in Figure 1 below are capital facility fees, for both Orange County and the Town of Hillsborough, and availability fees for Orange County. Capital facility fees and availability fees help pay for your portion of the repair costs on major pieces of equipment necessary to operate the system, such as pump stations, owned by Orange County and the wastewater treatment plant, owned and operated by the Town of Hillsborough. The current Town of Hillsborough fee for a new residential sewer connection is $2472. Orange County has a split fee structure which charges $1000 per acre of your parcel as an availability fee and $600 per residential sewer connection. The availability fee is charged once the sewer line has been installed and is available for you to connect. The connection fee is not charged until you apply for connection to the sewer system. In the example below, since the parcel size is 2.4 acres, the per acre availability fee is $2400. Your fee will be less than this if your parcel of land is smaller and more than this if your parcel of land is larger.
