C7~4 <br />S <br />affected landowners by letter including a map and a petition and (3) hold an <br />informational meeting within the area. <br />_ Gledhill indicated that the second paragraph of the submitted letter <br />should indicate 15~ of the resident freeholders instead of 35$ of the land <br />= owners. <br />VOTE: UNANIMOUS. <br />9. ~,~'LATaD SEL9ER~OLICY (see copy in permanent agenda file) <br />Gledhill changed on page 6, line 9, the words "of the Town" to read <br />"af the County and the Town." <br />Chair Willhoit changed the first line on page 4 to read "for further <br />utility needs as deemed appropriate by the Board". <br />After a discussion on charging interest on the 5136,000 long term <br />debt, it was decided by the majority of Board members to charge the funG the <br />current interest rate charged for delinquent taxes. <br />Mr. Fleming, speaking an behalf of a client who owns 18 lots in <br />Efland Estates, expressed concern for the amount of the tap on fee and <br />indicated the higher cost would discourage development in the area. <br />Chair t~Tillhoit reiterated that the initial tie on to the sewer would <br />be for the existing homes and not for undeveloped lots. <br />Motion was made by Commissioner Walker to approve the resolution and <br />change the tap fee from 51,000 to 5600. <br />T•?OTION DIED FOR LACK OF A SECOND. <br />Motion was made by Chair Willhoit to. move adoption of the resolution <br />with the change on page 4 and to add a clause that the enterprise fund will be <br />charged the same interest rate as that charged on delinquent taxes. This <br />motion was seconded by Commissioner Marshall. <br />Chair Willhoit included in his motion the change made by Gledhill on <br />page 6 of the resolution. <br />Commissioner Lloyd amended the motion to reduce the tap fee to 5600. <br />Commissioner 47alker seconded this amendment. <br />Commissioner Lloyd explained his rationale for reducing the tap fee <br />is based on the low income of many of the homeowners who may wish to develop <br />some of their land. <br />Commissioner Walker indicated the lower tap fee would still <br />discourage septic tanks from being installed. <br />Commissioner Whitted expressed concern for the amount of the tap fee <br />in that it be reasonable enough for those who may wish to develop the land, yet <br />high enough to repay the 5136,000. <br />Chair Willhoit indicated he felt the 51,000 tap fee to be in line and <br />would be needed to repay the enterprise fund. <br />VOTE ON THE AMENDMENT: AYES, 4; NOES, 1 (Chair Willhoit). <br />__~.
