SHET~TER_ FdP~2? <br />County Alanager Kenneth Thompson indicated that at budget time the <br />Board increased the allocation for the animal shelter operating costs; the <br />space needs were postponed. Population growth, increasing bite cases, and more <br />stringent enforcement regulations have placed a housing burden on the Shelter <br />beyond its original design capacity. An expansion is needed to accommodate the <br />expected growth and needs for services. <br />i+2s. Sanford, Executive Director of the Animal Protection Society, <br />indicated the growth is more than anticipated and that a planning committee is <br />'"- considering the long-range growth needs of the shelter. <br />l3otion was made by Commissioner Gahitted, seconded by Commissioner <br />Lloyd to approve the project .as an addition to the 1984-85 Capital Improvement <br />Program; to designate up to 560,000 in undesignated capital for the project,. <br />and to authorize the Manager's office to proceed to solicit architectural <br />proposals for later Board decision. <br />Chair Willhcit expressed concern about the number of animals being <br />.picked up that are not licensed and the need to discuss at budget time the <br />addition of an animal control officer. <br />VOTE: UNANIMOUS. <br />7. ~ <br />Thompson indicated meetings have taken place to resolve the <br />differences in the process for selection of personnel for the Agricultural <br />Extension Service and to continue the percentage paid by the County at 40~s. <br />__ Commissioner '~4hitted felt that the Memorandum of Understanding was <br />not followed in filling this vacancy and expressed his concern that the salary <br />fit into the County pay structure because the person will be working in Orange <br />County. The current procedure does not allow for comparisons that relate to <br />the salary schedule, the service or the experience of other County employees. <br />Thompson outlined revisions to the l+lemorandum of Understanding that <br />will be requested at the time of renewal that will clarify the responsibility <br />of the County. (a copy of these revisions is in the permanent agenda file) <br />Commissioner GJhitted indicated that because the salary being offered <br />will create an inequity within Agricultural Extension Service and because the <br />process followed was not in accordance with the Memorandum of Understanding, he <br />would like for the Board to not approve this position but to go back and start <br />the process over. <br />Motion was made by Commissioner Lloyd, seconded by Commissioner <br />P~alker to accept the recommendation of the North Carolina Agricultural <br />Extension Service. <br />VOTE: AYES, 4; NOES, 1(Commissioner Whitted). <br />8. <br />Thompson indicated that the County has received notice that fire <br />protection for white Cross and the surrounding area will be discontinued <br />effective ,7uly 1, 1985. The residents need to be notified of this decision and <br />the options available to them. <br />Bobby Baker, Director of Emergency Services, pointed out the area <br />affected on a map and recommended that a letter will need to be mailed to <br />residents within the area notifying them of the situation and the options <br />available. <br />Motion was made by Commissioner Ylalker, seconded by Commissicner <br />Lloyd to (1) identify affected landowners by use of. tax records; (2) notify all <br />
