3~~ <br />3 <br />- Ari-icl~s_ 5, 6. and <br />2a. ~,Q o~sed amenc~men to the_ ~_ ~-w- <br />7. <br />Motion was made by Commissioner Whitted, seconded by Commissioner <br />Marshall to approve the recommendation of the Planning Boars as stipulated in <br />the resolution for the designation of the Water Quality Critical.Area, adoption <br />of the standards and the time schedule. <br />Commissioner Lloyd voiced opposition stating the standards to be <br />over-regulatory. <br />VOTE: AYES, 3; NOES, 2 (Commissioners Lloyd and Walker) <br />_ 3. 7~~ <br />Wil Florse, Chair of the In-Home Care Committee, indicated the <br />proposal is for services far those people who are in nursing homes and <br />hospitals who could be cared far at home if the right service and funding ~•~ere <br />available. In order to receive funding a facility or some agency must be <br />responsible far screening the applicants and work out a plan far the health <br />care that is necessary to keep the person at home. The Committee recommended <br />that a grant application be made to the State Department of Human Resources for <br />a 525,000 screening grant and that the Department of Social Services be <br />appointed the lead agency. <br />Commissioner Marshall commended the committee for their work. The <br />Social Services Board supports the grant application. <br />Motion was made by Commissioner Marshall, seconded by Commissioner <br />Walker to authorize the application far the screening grant and medicaid waiver <br />and that the Manager be charged to work with the Social Services Board to <br />-: continue efforts to develop a fully coordinated and comprehensive in-home care <br />program. <br />VOTE: UNANIMOUS. <br />~. gQj]E CARE WEEKPRpC~AP~IA7'~D1y(copy is on file in the permanent agenda <br />file) <br />Motion was made by Commissioner tarshall, seconded by Commissioner <br />Lloyd to approve the fIome Care 4Jeek Proclamation as amended. <br />VaTE; UNANIMOUS. <br />5, rurx~F SmoppER ~ ~,g~~1JEST <br />Arnold Lau, member of the newly formed Orange County Crime Stoppers <br />organization, requested endorsement and support of the program. The basic <br />function of the program is to furnish information which will assist police <br />agencies in solving crimes and apprehending criminals by rewarding Crime <br />Stopper informants. Crime Stoppers is a non-profit organization which operates <br />with monies received from donations. As backup, Crime Stoppers is requesting <br />_ each of the three towns and Orange County to set aside 52,000 to be available <br />if needed. Crime Stoppers has the support of all the law enforcement agencies <br />_ in the County. He noted five (5) things the program expects to do: <br />1. provide a higher rate of solved cases; <br />2. lessen the investigative time per case; <br />3. reduce crime; <br />4. provide safer neighborhoods for a11, and <br />5. give a greater return on the tax dollar. <br />Motion coos made by Commissioner Walker, seconded by Commissioner <br />Lloyd to endorse Crime Stoppers and to set aside 52,000 to be used for the <br />Crime Stoppers program. <br />VOTE; UNAA'I6IOUS. <br />
