The NCACC -Risk Management staff constantly note comments and concerns from member <br />counties and entities. One of the more common complaints heard from members dealt with the <br />amount of paperwork and the overall difficulty of the renewal process. During the past year the <br />Risk Management staff along with the pool's Board of Trustees extensively reviewed the <br />comments and recommended modifications to streamline the process. One such change is to <br />eliminate the Participation Agreement, which was the annual extension of the Interlocal <br />Agreement. The attached revised Interlocal Agreement presented for approval by the Board <br />incorporates the non - duplicative elements of the Participation Agreement and supplants the <br />need for future annual Participation Agreements. <br />In the interest of full disclosure, Orange County Asset Management and Purchasing Services <br />Director Pam Jones is currently a member of the NCACC -Risk Management Board of Trustees. <br />FINANCIAL IMPACT: Approval of the Interlocal Agreement will allow the County to participate <br />in the pools for insurance coverage. The funds are included in the FY2010 -11 Manager's <br />Recommended Budget to support the costs of coverage for Workers' Compensation, Property <br />and Liability and Group Benefits.
