~~ <br />1 <br />MIN[FfES <br />oRANG'E CWNi'Y HOAlm OF C~'~'IISSI~RS <br />OGTO~ER 29, 1984 <br />The orange County Board of Commissioners met in Special Session for the <br />purpose of establishing the effective date of the revised pay plan enacted <br />October 3, 1984 on Monday, October 29, 1984 at 12:00 noon in the Board Room at <br />Linwln Center. Chapel Bill, North Carolina. <br />Carmissioners Present: Chair Don Willhoit, and Canmissioners Shirley <br />Marshall. Ben Lloyd, Norman Walker and. Richard Whitted. <br />Chair Willhoit called the meeting to order and stated the purpose of the <br />meeting is to establish an effective date of the salary and pay plan that was <br />adopted on October 3, 1984. Motion.to adopt that pay plan did not specifically <br />refer to an effective date and it is necessary to consider that date prior to <br />the next payroll. <br />Motion was made by Commissioner Whitted, sewnded by Coa[aaissioner Marshall <br />to set the effective date for the pay plan enacted October 3, 1964 for July 1, <br />1984. <br />Commissioner Lloyd stated he was absent when this thing started; he <br />opposes the pay plan stating it unfair. He deemed the unfai mess of the pay <br />plan itself. He expressed concern that the pay plan be made retroactive to <br />.Tiny 1 and noted it would cast the taxpayers of orange County approxS.mately <br />_ 520.000 per month. He stated it unfair because the greater majority of the <br />County employees got absolutely nothing out of it. He stated his intention to <br />f vote against the pay plan. <br />vOil'B: Ayes, 4; Noes, 1 (Ccmnissioner Lloyd). <br />Motion was made by Caa~unissioner Whitted, seconded by Ceuranissioner Marshall <br />to adjourn the meeting. <br />VOTE: i]NANIh1oUS <br />Don Willhoit, Chair <br />Beverly A.
