He requested that the Board maintain the Communications and EI:S <br />Shift Leader positions and assign grade 65 which is 5ti above the positions <br />supervised; to assign the solid waste Collector to salary grade 60. <br />Chair T.~Tillhoit presented far discussion the Health and Social <br />w <br />Services positions. <br />Commissioner "Marshall noted that the Social Services Board has <br />reviewed the report from Swift and approve the recommendations in the report. <br />Motion was made by Commissioner Alarshall, seconded by <br />Commissioner T•~hitted to approve the positions in Mr. Swift's report far <br />Health and Social Services. <br />Jerry Robinson, Director of Health,. referred to I•Ir. Swift's <br />report and noted that the public Health *Iurse positions are one grade below <br />the state standard grade level. <br />Thampson indicated that the recommendation does bring all Public <br />Health Nurse classifications up to the state level thus making their salaries <br />competitive with the surrounding counties. <br />Commissioner t•'Iarshall amended her motion to include the b7anacer's <br />recommendation for the Health and Social Service positions. <br />Thompson noted that thirteen people are involved. <br />Commissioner Lloyd asked .if everything would be discussed and a <br />vote taken on the entire package instead of one department at a time. <br />Thompson indicated the total cost of Social Services would be <br />57,848 with the county's share at 25~. The total cost far implementing the <br />changes for the Health Department would be 517,882 and part of this would be <br />paid by other sources. <br />Commissioner r:arshasll emphasized that the Board is making policy. <br />decisions -not salary decisions and the employees expect an equitable <br />policy. <br />Commissioner Lloyd stated his concern for dollars and cents and <br />not policies. <br />Commissioner -larshall withdrew her motion and Commissioner <br />NJhitted withdrew his second. <br />Commissioner S•?hitted pointed out three important things in <br />evaluating the reports: <br />(1) assurance that all jobs within a classification are ccmparable in <br />terms of experience, education, responsibilities, etc. <br />(2) assure ample increments between positions to reflect years of <br />service, training, etc. <br />(3) to be used as a tool for management so that employees :cno~•~ v;hat <br />is necessary for progression within the system. <br />Commissioner Lloyd .noted his concern about the salary Wore than <br />the classification. <br />Chair :aillhoit listed the purposes for the reclassification <br />study: <br />(.l) acuity fns the County employees: <br />
