3~.~ <br />_~.IrrUTr;s <br />ORA'i3GE COUP?1Y BOARD OF COMf~IISSIONERS <br />CONTINUATION OF OCTOr3ER 1, 1984 I•IEETINu <br />OCTDEER 3, 1984 <br />1 <br />The Orange Ccunty Board of Commissioners met in continued session on <br />October 3, 1984 in the Commissioners' Room, Orange County Courthouse, <br />Hillsborough, rlorth Carolina at 7:30 p.m. <br />~+ Chair Don Willhoit, and Commissioners Shirley <br />I~9arshall, Ben Lloyd, Norman Walker and Richard Flhitted. <br />Chair ~^lillhoit, refered to the action taken to delay the <br />amendments to the zoning ordinance until the first meeting in November, and <br />noted that since the same amendments are involved for all t9ater Quality <br />Critical Areas, he proposed a special public hearing on November 5 to <br />Consider the Water Quality Critical Areas not yet heard at Public Hearing as <br />well as those particular amendments. <br />Tdotion was made by Commissioner rarshall, seconded by Chair <br />Willhoit to hold a public hearing on the first I•Ionday in November for the <br />+7ater Quality Critical Areas not yet heard at Public Hearing. <br />VOTE: UNANIMOUS <br />1. ,7Grt+7T Pr.AN dTDIG tIEETII4G _~~~~p]L(see copy in permanent agenda file) <br />Kenneth Thompson, County T•Ianager, requested consideration for <br />approval of the dates for the public hearings as presented. <br />Commissioner Marshall questioned who would Chair thess meetings, <br />and Thompson indicated that decision had not been made. <br />Motion was made by Commissioner V~lhitted, seconded by Commissioner <br />Marshall to approve the meeting schedule far the Joint Planning meetings. <br />VOTE: UrdANII~IDUS <br />2. REr4AP~ <br />Thompson presented the proposal for remapping. <br />Kermit Lloyd, Tax 5upervisar, made a presentation to the Board <br />explaining rilylar maps and how they are used in making tax maps. I•Iost of the <br />maps were made in 1°63. In addition to the funds budgeted by Orange County <br />of 523,884, there is available a 59,000 grant and Chapel Hill is willing to <br />allocate $33,000 for the project in their budget of which they will <br />.contribute 57,000 this year. The present property maps have distortions away <br />from the center. The proposal is for an orthophoto base which is absolutely <br />accurate. From this a topography map may be reproduced at a cost of 5330 and <br />made available to the municipalities. Others who are interested and would <br />use these new maps include the Planning Department, Economic Development <br />__. Department, Ot+1ASA and UITC. Once the base is established, the cost of <br />reproducing is much less. Orange County will fly Chapel Hill township ir. <br />__.. February or [•iarch, 1985. The 523,884 cost would include a 59,ODD grant from <br />the state, 57,300 from Chapel Hi11 and the 57,500 from Orange County already <br />in the approved budget. The proposal phases the project over the next five <br />years with the total cost estimated at 5723,000: 5300,000 from matching <br />grants; money Lrom the lands records project; 533,700 from Chapel I3i11; <br />520,000 from Carrboro; 521,800 OFIASA; and, 510,000 from Ur7C. 58,000 is <br />realized each year from the stele of property maps and this amount will <br />increase to 525,000 after the maps are available. Starting in 1985, SSU,D00 <br />is needed far the next four years and the anticipated balance in the <br />revaluation fund will be used. <br />
