In the second paragraph, it lists the planning
jurisdictions. He said that this would be an appropriate place to mention the rural buffer, which is
a distinctive land use arrangement. Also, on pages D4 and D5 with the maps of North Carolina,
he suggested putting an arrow on Orange County.
Tom Altieri recognized Karen Markovics, Planner II, who was instrumental in the
preparation of the County Profile Element.
Michelle Kempinski asked about the adoption sequence. Tom Altieri said that the staff
would not be asking the Board of County Commissioners to formally adopt the profile element and
draft goals during phase I, but only to recognize them as generally acceptable to guide the
completion of the remainder of the plan. He said that if the Board of County Commissioners
formally adopted these two documents during phase I, it would further fragment the
comprehensive plan. Also, during the preparation of the plan, there could be some minor
adjustments to the-goals if determined necessary by the advisory boards or County
Commissioners.
