Schopler. <br />VOTE: UNANIMOUS. <br />T T F <br />hlarvin Collins, Director of Planning, reported that the proposed <br />Joint Planning Agreement between Chapel Hill and Carrboro and Orange County was <br />presented at- Public Hearing on ^Iay 29, 19$4. On July 2, 1984 the Board of <br />Commmissioners cor_sidered three proposals: (1) the one presented at public <br />hearing, (2) the one prepared by Dr. Gordon and Ms. Greenberg, and (3) the <br />alternative plan prepared by Dr. Kiser and approved by a majority of the <br />Planning board members. The Board of Commissioners postponed approval of the <br />agreement. to give the County Attorney an opportunity to review all three <br />alternatives. The revised Joint Planning Agreement dated August 3, 1954 <br />provides clarification that a public hearing on subdivision preliminary plats <br />would be held if the orcinance were amendfed to provide for such. Thiw <br />• agreement would call for mutual preparation and adoption of the land use plan <br />and zoning maps within the 10 and 20 year transistion areas and the adoption <br />of the Town's development standards within the respective areas of <br />jurisdiction. <br />t2otion was made by Commissioner Plarshall, seconded by Commissioner <br />Whitted to approve the Joint Planning Agreement as heard at the Public Hearing <br />with the change made to section 2.28 as stated above. <br />Commissioner 1.7a1F:er expressed concern about the permit approval pro- <br />cess-and Chair iiillhoit noted this as something the Board may want to consider <br />streamlining after the zoning map and Land Use Plan are in place. <br />VOTE: Ayes, 4; Noes, 1(Commissioner I~Talker). <br />3 . _ BLA E <br />Fiarvin Collins presented the reviewed preliminary plat for Blackwood <br />Mountain estates. The property is located in Chapel Hill Township off Mill <br />House Road and referenced as part of lot 1 of Tax Map 16. The owner is <br />requesting "Class B" private roads to ,serve the subdivision. The tract is <br />designated as Rural Buffer on the Land Use Plan. There are seven (7) lots <br />proposed out of 35.1 acres. The owner is requesting approval of the revised <br />plat which would shift the location of a proposed cul-de-sac because the <br />applicant was unable to secure the necessary land far the original cul-de-sac. <br />tlotion was made by Commissioner Whitted, seconded by Commissioner <br />Lloyd to approve the revised preliminary plat for Blackwood Mountain ystates <br />subject to the following conditions: (1) denoting minimum front, side and rear <br />setbacks on the plat, (2) denoting lot "3", (3) changing minimum lot <br />designation to 1.66 acres and (4) providing cross-section of Class S Private <br />Road on plat and shading the portion to be improved. <br />VOTE: UNANIMOUS. <br />~ rT ~ <br />
