RECOMMENDATIONS FROM OUTBOARD <br /> At its meeting on May 19,2010,the Orange Unified <br /> Transportation Board voted to recommend Orange County not <br /> merge the Transportation Services Board with the Orange <br /> Unified Transportation Board at this time,stating that there is <br /> consensus the two boards serve two different functions and <br /> there is no specific plan regarding how to merge the two <br /> boards. The board also noted that there would be no cost <br /> savings in merging the two boards. <br /> The only dissenting vote was based on not recommending <br /> one of the scenarios proposed by staff, as the OUTBoard <br /> member thought the board could support two of the three <br /> recommendations and the current position just means that the <br /> board will have to reconsider this again after receiving <br /> additional guidance from the BOCC. The three scenarios <br /> proposed by staff were: <br /> 1. A board of staff members from agencies representing <br /> the populations North Carolina requires to be <br /> represented on transit advisory boards and a citizens <br /> transportation advisory board (the OUTBoard).The <br /> staff board would report directly to the BOCC, and keep <br /> the OUTBoard apprised of Orange Public Transit <br /> business. <br /> 2. A board of staff members from agencies(Department of <br /> Social Services, Department of Health, Mental Health, <br /> and the Department of Aging)that represent , <br /> populations North Carolina requires to be represented � <br /> on transit advisory boards and a citizens transportation ', <br /> advisory board(the OUTBoard).The staff board would ' <br /> recommend business of Orange Public Transportation <br /> to the OUTBoard,which would then make a <br /> recommendation to the BOCC. <br /> 3.
