Although ha <br />feels the committee will no~ help enhance the Board's relationship with the <br />Department of Transportation, he does not oppose the forming of this advisory <br />committee. <br />Chair t7illhoit feels a committee could help obtain better and more <br />accurate data to use in setting priorities. <br />Commissioner Lloyd feels the Advisory Committee could help other <br />citizens understand the system. <br />It was a consensus of the Board that a Secondary Road Improvement <br />Advisory Committee be put in place and to advertise accordingly for citizens <br />to serve an this committee. <br />2. <br />Motion vras made by Commissioner tJhitted, seconded by Commissioner <br />Lloyd to adopt the Preliminary Assessment Resolution for the Rangewood <br />Subdivision Participatory Paving project and schedule a public hearing on the <br />Preliminary Assessment Resolution for June 4, 1984. <br />VOTE: UNANIMOUS. <br />3. ~y1],px Road Paving j;~~yF~~ <br />Susan Smith reported that the Orange County Board of Education <br />purchased land along the unpaved portion of riiller Road for construction of <br />houses under a vocational program and have submitted a request to have the <br />--. section of hiller Road from SR 158$ north of SR 1554, a distance of 1.5 miles <br />paved. <br />F•lotion was made by Commissioner walker, seconded by Commissioner <br />Lloyd to request NCDOT to reevaluate the data (number of houses, average daily <br />traffic count, uses along roads, school bus route, and general route <br />characteristics) upon which the paving priority for MIiller Road is.determined. <br />VOTE: UNANIF40US. <br />4. H~dr <br />Fdotion was made by Chair Willhoit, seconded by Commissioner <br />Whitted that 0.^7A5A maintain their responsibility to provide the hydrants and <br />to bill and collect for those under their current satuatory authority. <br />VOTE: UNANIMOUS. <br />5. <br />Motion was made by Commissioner Whitted, seconded by Commissioner <br />Fdarshall to approve a resolution urging the North Carolina General Assembly to <br />enact legislation requiring the exclusive statewide use of phosphate-free <br />laundry detergents. (see ~4 in the permanent file for a copy of this <br />resolution). <br />VOTE: UNANIMOUS. <br />Chair ~7illhoit noted that the title "Clean Detergent Act" is <br />eroneous; it should be referred to as "Phosphate free" and needs stronger <br />emphasis _ that it will only be meaningful if adopted in conjunction with <br />other efforts such as the agricultural conservation practices and improved <br />waste water treatment operation because in Orange Country the largest <br />contribution of phosphorus to the Neuse is from agricultural uses and laundry <br />detergents are not going to be noticeable from Orange County. <br />Commissioner Whitted. noted it is a comprehensive program to <br />protect the water cuality and quantity of the Jordan and Falls Lakes and this <br />rpsnl~ii-tinn is to prop members of the General Assembly tp su'opozt this portion <br />
