Over the last 3 budget cycles the pay and <br />benefits recommendations have been heavily influenced by the continuing downturn in the <br />economy and focused on maintaining our permanent workforce without incurring significant tax <br />increases. Each year this has become more difficult. This year the Human Resources <br />Department has prepared information regarding projected benefits cost, classification <br />recommendations, and other personnel cost saving strategies, <br />Recommended FY 2010 -11 Employee Pay and Benefits Plan <br />• No cost of living increase or in -range salary increase. <br />• Funding to address an employee health insurance increase up to 7.0 percent effective <br />January 1, 2011. <br />• Maintain the Living Wage at $10.12 an hour. <br />• Implement recommendations of the County's FY 2009 -10 internal Classification and Pay <br />studies. <br />• Implement a six -month hiring freeze and elimination of positions. <br />• Extend the voluntary furlough program. <br />• Extend the suspension of the County contribution to non -law enforcement employees' <br />401(k) accounts. <br />• Recommendation: <br />The County Manager recommends the Board discuss the Employee Pay and Benefits appendix. <br />
