Efland emphasized the people of Cheel:s Township are not against <br />zoning, and proposed a committee be set up to work at resolving the impass <br />and enhance communications. <br />Commissioner Iti"hitted noted that time had been provided for ail <br />questions to be answered and the proposed land use plan was reasonable. <br />Bobby Nichols, farmer and landowner, questioned the use of the <br />-- land owned by Duke University and was told that the area is designated as a <br />public interest area which is more restricted than a water quality critical <br />area. <br />George Johnson, representative of the Hillsborough Economic <br />Committee commented one the importance of proper zoning for economic <br />development. He referred to the land in Cheeks township zoned Industrial <br />and noted that 600 acres along the corridor is zoned agriculture. tie <br />endorsed the special use permit concept. <br />Chair 6•Fillhoit noted that prezoning would provide sites suitable <br />and ready for industrial development but first a land use plan and zoning <br />must be in place. <br />Myron Martin, Hillsborough Planning Board T~tember, noted that on <br />two occasions he had requested maps of the v?est Orange Land area from the <br />Planning staff and received no response to his requests. }te emphasized a <br />need for land. to be zoned industrial. <br />Lillie Coble spoke opposing the zoning of Cheeks Township and the <br />-. minimum lot size that can be purchased to build a house. Chair t•7illhoit <br />pointed out that the coning will not prevent anyone from living on one acre <br />-. of lane; that the Health Department controls the minimum size of the lot <br />and zoning would not require a larger lot except in certain areas. <br />Richard t2oore, Cheeks Township, spoke about economic development <br />issues and a study of the southeast area of the country conducted by the <br />N.C. Occupational. Safety and Health in which he sited four reasons for <br />industry to move into a particular area. Tn all studies cuality of life <br />was in the first 5 categories of the survey. In the top 10 categories of <br />the survey was the quality of water supply. Economic Development is <br />important. <br />Bill Dorsett, Landowner and Chairman of the Cheel:s Advisory <br />Council, expressed concern about the watez quality critical area being only <br />mapped for a part of Cheeks Township, and expressed a desire that the <br />people of Cheeks Township have more input into the decisions for Cheeks <br />Township. <br />Roy c4cAdoo indicated too much studying of the project was done <br />with no final results. He is not against zoning that is fair and suitable <br />for the people. <br />Commissioner Lioyd pointed out the delay in the process because <br />of the sewer line and felt no determination could be made on the land use <br />plan until a location is determined for the sewer line and the reservoir. <br />He referred to the February 20th minutes of the Planning Board which <br />discussed Cheeks zoning and the water critical area and Dr. Ervin's <br />proposal to proceed with the installation of a sewer line to the Efland <br />Estates area znd the Efland Chee}:s School at a minimum cost and conduct <br />further studies on the larger service basins after zoning is instituted and <br />the land use plan adopted; thus correlating the zoning ordinance and land <br />
