15~ <br />4 <br />Chair Willhoit agreed that the pay-as-you-go plan is attrGctive. <br />However, the needs to be met need to be prioritized and steps of <br />implementaiton for these immec,iate needs taken. Chair willhoit reiterated <br />that the pay-as-you-go will yield eight and one half million after 5-1/2 <br />years. He recommended lin}:ing the approval of the sales tax. with the <br />committment nn the pay-as-you-go ar a bond issue.. <br />Conunissioner Lloyd agreed that the school needs can not wait for <br />S-1/2 years. <br />Commissioner i4hitted indicated that tl~e motion for the passage of <br />the sales tax is not flexible enough to address the needs as identified by <br />the task force and expressed concerns of levying the tax by resolution. <br />(1) By resolution the County will receive at this time 91~ of the proceeds. <br />(2) The food tax is regressive; and (3) in municipalities where they <br />operate water and sewer systems they would be mandated to spend.40y of the <br />tax on water and sewer. That is not the case in the Orange County <br />municipalities so the people must pay the 1/2 cent sales tax and also bear <br />the full cost of water and sewer. Therefore, Commissioner Y7hitted did not <br />support the motion for the these reasons stated above and because of the <br />construction of the motion. <br />Chair willhoit stated that the schools have significant needs and <br />the county must make an effort to meet those needs. 6aithaut the sales tax, <br />a property tax would be needed. He indicated he believed the sales tax <br />would pass in a referendum and recommended to go ahead and pass it at this <br />time. He felt the property tax would give the landowner a reason for <br />raising the rent which would put the burden on. the low income and senior <br />citizens. <br />Commissioner ~?arshall expressed a desire to take the issue of the <br />sales tax to the citizens of the County for their input and felt the <br />advantages on the referendum outweigh doing it by resolution. <br />Chair j^7illhoit noted that if the sales tax is not passed by <br />resolution the municipalities would not be able to include the 1/2 cent <br />sales tax in their budgets for 1984-SS. <br />I•iotian was made by Commissioner tiYalker, seconded by Commissioner <br />Lloyd for the adoption of the one-half ~ sales and use tax with 80/20 split <br />with the pay-as-you-go plan. <br />VOTE: Ayes 2; P7oes 3 (j~Tillhoit, Whitted, tarshall) <br />Notion was made by Corunissioner Lloyd, seconded by Commissioner <br />walker to adopt the one-half ~ sales and use tax with 80~ of the money <br />going to school capital for a period of 5•-1/2 years to be effective on June <br />1, 1984. <br />VOTE: Ayes 3; Noes 2 (Marshall, whitted). <br />= Thompson reported that revisions have been made to the project <br />.since the .February update; the next step is to contact the town of <br />Hillsborough for a meeting. He requested a work session with the Board of <br />Commissioners to hear and consider the revision.
