1c~U. <br />Richard 5harpless, Chairman of the Capital Needs Task Force, stated <br />that schools are a valuable asset and play a big part in determir:ing who <br />lives here. .There are two methods to pay far school needs: (1) borrow <br />.the money, or (2) pay-as-you~go. <br />Walter Fairbault, Jr., member of the Orange County School Board, <br />encouraged the Board to act on the one half cent sales tax so that the <br />needs of the schools can be met. <br />Dr. Joe Straley, private citizen, opposed the enactment of the one <br />half cent sales tax stating he felt it unfair and regressive. <br />tiargaret Holton, citizen, spoke in favor of passing the one half <br />cent sales tax and emphasized OWASA's involvement in that municipalities <br />should also address water needs. <br />a <br />Jeanette _~._ ___ endorsed the one half cent sales tax to <br />provide funding for the schools and supported it being placed on the <br />ballot. <br />Idrs. Alexander, resident with children in school, totally supported <br />the one half cent sales tax. <br />hiac C4ills, parent, spoke in support of the one half cent sales tax <br />and noted the deficiencies at Orange High School. <br />Phyllis Sockwell, former school Soard member and member of the <br />capital needs task force, spoke to how the one half cent sales tax should <br />be enacted. The report endorses not going to a public referendum. She <br />encouraged the Board to take the action themselves: (1) upon the <br />recommendaion set forth in the Capital Needs Task Force Report that <br />represents the entire public; (2) save the cost of holding an election, <br />and (3) would be enacted more readily than a referendum. <br />CHAIRMAN WILLHOTT ADJOURNED THE PUBLIC HEARING.' <br />By consensus, the one half cent sales tax was placed on the April 2, 1989 <br />agenda for discussion and action. <br />Commissioner Whitted requested that the recommendation from the <br />Capital Needs Task Force be placed on the April 2, 1984 agenda for <br />discussion. <br />D - .1~1~~R~~~S~.L1 <br />1 • $eso],~~j,4ns of A&P~~1 ~_$~]e Famil„X--jQ~lt <br />LP&Q.ly~i o n <br />Commissioner 6lillhoit read and presented two resolutions to <br />recognize the outstanding tenture of Robert Strayhorn and Don Roberts for <br />service on the Recreation and Park Advisory Council and read a resolution <br />to Commemorate family week sponsored by the Agricultural Extension. <br />Commissioner 47alker moved, Commissioner Lloyd seconded <br />approval of the two resolutions of appreciation and the resolution to <br />commemorate family week. VOTE: UNANIMOUS <br />AI7DED_ ITEL <br />E11r~h_~~x_S¢~_Sherlff's yehi~l„~ <br />Thompson presented a request for consideration to purchase, <br />under state contract, six (6) vehicles for the Sheriff's Department for <br />558,200. These vehicles will be used to replace existing patrol <br />vehicles, which at the time the new vehicles arrive will have <br />approximately 100,000 miles each. <br />Commissioner 4dhitted moved.
