z <br />Commissioner vThitted cuestioned if the Task Force had discussed <br />the replacement of 5tanbacl, Jr. High School versus renovation and <br />addition to the present campus. Sharpless indicated the committee had <br />not Qiscusssd the idea in any depth. <br />Ted Parish, Chapel T'ill~arrboro School Board, made a presentation <br />on behalf of the Board. He Hated that the Board is concerned that the <br />citizens of the district have an opportunity to understand all the <br />different funding approaches that are described in the report and <br />understand the sales tax. The Board passed a resolution for the <br />-,.- implementation of the one half cent sales tax by resolution with 100 <br />dedicated for school capital needs. <br />Eric P~4unson made a series of comments about the inadequacies of <br />Glenwood School. He supported the recenm~naations made in the Capital <br />P•feeds Task Force report. <br />Max Kennedy, President of the Orange County Hoard of Education <br />expressed appreciation to the School Capital Task Force for their report <br />and for involving the citizens. <br />Commissioner Willhoit, on behalf of the members of the Board, <br />expressed appreciation and thanks to N_r. Sharpless and the Task Force. <br />3. ~,j].~ C~re_ Council, ~pgrt (see permanent agenda file for <br />this report) <br />Elaine Hill, member of the Council, presented this report and <br />reiterated the charge and goals of the task force. She presented the <br />recomtrendations of the Child Care Council Task Force. It was the <br />- unanimous recommendation of the Council that the most constructive <br />vehicle for the coordination and enhancement of Child Care Services with <br />the advocacy to include quality and additional resources for children <br />services is a private non-profit agency. She presented the budget on <br />page eight of the report and summarized the procedures that are necessary <br />in becoming a private non-profit agency. <br />Reverend Tom Denton, I,iason between the Social Services ~3oard and <br />the Child Care Council, noted that contract negotiations will take place <br />for the first year of operation. One concern is the services of a <br />clerical position. <br />Corc~:u.ssiener T~nitted noted the 511,000 in the budget that was <br />transferred from the Chilc'sen's Services and assuming this is a one time <br />thing, asked t•~here the money would come from far the second year. From <br />all indications from the state this money wi.7.1 remain in the budget far <br />the second year. <br />Commissioner PTillhoit noted that item S rc-westing a one time <br />appropriation of 530,000 would be reduced by any additional funds from <br />other agencies and that the County's comrat~nt and continuing effort and <br />.._: obligation to facilities and child care should be made clear. <br />Corrnissioner P•7arshall requested Denton to continue as liaison be- <br />te~een the bepartrent of Social Services and this Child Care Netvmrk, Inc. <br />for the contract this year and next. Denton irxiicated he would be <br />willing to continue. <br />Corcmtissioner ~•Tillhoit epressed appreciation to the Task Force for <br />fulfilling their task and noted that the budget request will be placed on <br />the February 27th agenda ter decision. <br />Commissioner F•>riitted moved for adoption of items 1, 2, 3, 4, and 6 <br />and Co^unissioner Marshall seconded the motion. <br />1 ~ ~ <br /> <br />
