c�c <br /> 3 <br /> Code and thus woule have no problem in meeting the proposed minimm. housing, <br /> code. <br /> Commissioner Nhitted requested that the minimum housing code ordinance, <br /> without the inclusion of 14.1 (b), be put on the agendas for public comment on <br /> January 3; 1984 and for public cor ent and action on January 17, 1984. <br /> Candace Carraway spoke in favor of the ordinance corm -enting that the <br /> ordinance strikes a fair balance in trying to preserve the present housing and <br /> provide realistic standards that landlords can meet. She agreed with all the <br /> comments made and urged public input and action as soon as possible. <br /> Keith Aldridge emphasized that this code was not designed to take units <br /> off the market. The main emphasis is to have people in better housing - not to <br /> just upgrade housing. <br /> Commissicner Marshall seconded the motion to have this Minimum Housing <br /> Code ordinance put on the agenda for public comment on January 3 and for public <br /> cormnt and action on January 17, 1984. VOTE: Unanimous <br /> G-3 = �rE (see permanent <br /> agenda file for this ordinance) <br /> County Manager Ken Thompson outlined the increased workload associated <br /> with the enforcement of the erosion control ordinance and a need for a <br /> full-time person. <br /> Commissioner Marshall questioned the need for new office furniture and a <br /> vehicle. Thompson e:.rplained that there never had been more than one (1) <br /> vehicle and that the furniture is being used by interns. Half of the requested <br /> amount of $24,516 will be offset by additional revenues. <br /> Commissioner Whitted made a motion for approval of this position, contin- <br /> gent upon state approval, at the 67 grade level and a 4-wheel drive vehicle. <br /> Commissioner Marshall seconded this motion. VOTE: Unanimous <br /> G-18 - SHERIFF (see permanent <br /> agenda file for this amendment) <br /> Commissioner Whitted moved e <br /> ved the budget amendnt for DSS, Econonic Develop- <br /> ment and Sheriff. Commissioner Lloyd seconded this motion. VOTE: Unanimous <br /> G-4 TaM-TSLATION MID ORDM=E D=IW, S=CES SELL= = FPIM'I MESEMITMN <br /> County Manager Thompson requested approval to hire Mike Brough for legis- <br /> lative drafting services. Commissioner Whitted moved that we authorize the <br /> hiring of Attorney Mike Srough to do the drafting for legislative changes in- <br /> cluding the local ordinances for 50 hours at $50.00 per hour. Commissioner <br /> Darshall seconded the motion. VOTE: Ayes, 3; Noes, 2 (Lloyd and Walker). <br /> Commissioner Lloyd again voiced his opposition because of the farm use value <br /> provision and because participation requires adherance and the Soil Con- <br /> servation Service. <br /> G-6 <br /> County Manager Thompson reviewed the conditions by which a one year <br /> renewal agreement with APS was approved, and recommended that the Board <br /> authorize Purchasing and Emergency Services to prepare bie specifications for <br /> alarm services whereby a private contractor would deliver alarm protection to <br /> private subscribers and the County would directly monitor alarm monitoring, <br /> equipment housed in the 911 center and supplied by the private contractor. <br /> Sheriff Pendergrass indicated that most counties provide this service and <br /> approved obtaining bids. <br />
