Karen Lincoln said that the portion <br /> in the MPO will be developed by the staff and the adjacent jurisdictions. There will be a plan <br /> there and it should be concurrent with the County's. If the County does not have one, then <br /> things will go on as they are now. In the future, if it is required and there is not one, it will be <br /> hard to get projects in the TIP. Craig Benedict said that it will be a requirement for the TIP. <br /> Commissioner Pelissier said that this presentation helped her understand more about <br /> this issue and she is gathering that if the County adopted this plan, then she knows DOT is not <br /> going to adopt an expressway unless there is more volume. Since the County is not endorsing <br /> development, then it cannot be an expressway. <br /> Commissioner Jacobs asked if other priorities could be added to the CTP after Orange <br /> County adopts this CTP. Karen Lincoln said yes. <br /> Commissioner Jacobs asked why they were only discussing NC 86 if there are other <br /> priorities and Karen Lincoln said that NC 86 is the sticking point. <br />
