She thinks <br /> that these funds that are not needed for projects right away should be put back into the <br /> General Fund to get through this economic disaster. She thinks that this is too complicated for <br /> citizens to understand. <br /> Michael Talbert said that the County will have a lot of capital needs in the coming years <br /> and this money can be reallocated over the next two to three years to help fund other projects <br /> with a higher priority. <br />
