021 <br />Charge to the Orange County Children's Council: <br />To work with the Orange County Manager's Office to <br />1. Establish Children's Council bylaws <br />2. Establish an Orange County child care agency that would have <br />the responsibility: <br />To coordinate child care services with child care needs; to offer <br />support services to child care providers in both home and center -based <br />facilities; to educate and train operators and managers of child care <br />facilities; to receive, expend or donate governmental and other child <br />care subsidy funds including contracting with the Orange County Depart- <br />ment of Social Services and other governmentals,, public and private agencies <br />and organizations; to provide information and referral services to families; <br />to provide consultation and technical assistance to businesses and industry <br />in meeting the child-care needs of employees; to solicit, receive and make <br />donations for the public welfare or for religious, charitable, scientific <br />or educational purposes and to perform any lawful activity in furtherance <br />of the goals of improved children's services as described in the report of <br />the Child Care Subcommittee of the Human Services Advisory Commission. <br />M.
